Russia Targets Security Gaps at Energy and Transport Facilities Under New Putin Decree

President Vladimir Putin of Russia issued a decree enabling the government to temporarily assume physical and financial control over critical infrastructure that is not adequately safeguarded, which includes facilities providing energy, nuclear, transport, communication, and utilities services. In the new regulation, management is transferred to the Federal Agency for State Property Management when owners do not provide proper security for facilities and fix damage to the property on time. The decree is the reaction to the intensifying Ukrainian campaign using long-range drones to attack critical infrastructure in Russia, such as the Perm oil refinery.
